It should just say ‘Import Survey’ and give you a pop-up box that allows you to pick a .qsf file – http://www.qualtrics.com/university/researchsuite/advanced-building/advanced-options-drop-down/import-and-export-surveys/#ImportingASurvey
If that’s not the case, there’s probably some limitations on your account, are you using a trial account?
I googled the error for you, this is an error that can be disregarded.
The most likely culprit is Ad Block Plus, but it shouldn’t really affect your Survey much.
